EventLambeth UPDATE December 2020

Following the various announcements around COVID-19 guidance and legislation EventLambeth wanted to ensure that we provided updated information for event organisers going forward. There has been a minor operational change in our processes where for ALL new event applications we consult with colleagues in the Public Health team to agree whether an application should be taken forward to stage 2 or declined at stage 1. This is to save the time and money that can be spent in planning the initial stages of an event if there is a clear steer that it cannot be accepted under current guidance. Prior to an event permit being issued the event will be presented back to the Health Protection Board to highlight any local issues or further changes that would impact the event taking place. We are accepting applications at present. Each application will be assessed under current legislation and as above in consultation with Lambeth Public Health. Any application lodged is done so at the applicant’s risk should the application be taken forward through the processes there is the risk that circumstances, legislation or guidance may change meaning that the event cannot take place. If this happens EventLambeth will work with the organiser around identifying other dates to postpone to. Lambeth council is not liable for any costs incurred.

There are some applications that will not be considered at the moment – these are ones which have the potential to create a crowd or gathering without management of social distancing, the rule of 6 or test and trace details capture in place. Events which have a performance element need to remember that sound levels must not be above background levels so as to avoid people having to raise their voices to be heard.

For the next 3 months applications will be expected to be able to answer yes to the following:

  • Have a comprehensive COVID-19 Risk Assessment in place. This should be a “living document” and be updated as legislation and guidance changes
  • Be able to create a sectioned off space which is fenced to manage numbers and permit social distancing and contact tracing. In respect to social distancing, that the event is designed to facilitate the space – i.e that people stay 2 metres apart from people they do not live with where possible, or 1 metre with extra precautions in place (such as wearing face coverings or increasing ventilation indoors)
  • Detail plans to maintain the “Rule of 6” within the events area. More than 6 people can be onsite but groups cannot be larger than 6 unless an exemption applies and you must put in place measures to ensure that groups do not mingle with each other (again unless an exemption applies
  • Require Face Coverings for any enclosed spaces or where people are moving to inside spaces, ie tents, marquees, rides which are enclosed structures. It is a good idea to encourage people to wear them all the time.
  • At all entrance points a NHS Test and Trace App QR code needs to be displayed for attendees to check in. For those who are unable to download the App or don’t have a smart phone there needs to be an alternative, secure, way of capturing data should it be required.   • Have detailed cleaning and sanitation processes onsite paying particular attention to high touch surfaces and toilets.
  • Be clear with all attendees not to attend if they or any member of their household have symptoms of COVID-19.
  • Close before 10pm

If you can do all of the above please put in an application. Please note that you will need to apply via the events team for the use of a Park, Open Space or Highway in Lambeth.

Further Information and other areas to consider:

  • The Rule of 6 – groups cannot be any larger than 6 whether indoors or outdoors or inside an event space or not. Inside an event space it is the event organisers responsibility to ensure that groups do not mingle. When meeting with people you don’t live with (or who you have not formed a support bubble with) you can socialise in groups of up to 6. If your household (and/or support bubble) is larger than 6 people, this is your largest permitted group and you cannot meet as a group with any additional people. You should continue to maintain social distancing with anyone you do not live with. There is further guidance on meeting with others safely, which includes details of exemptions from this limit, including for larger households and support bubbles.   • Medical Provision onsite – you will need to think about different types of PPE that will be required by your medical provider depending on the issue they are treating. You will also need to consider isolation areas for anyone presenting with COVID-19 symptoms.
