Brockwell Park update from EventLambeth

Parks litter and waste management: Due to budget cuts the Parks service have had to review the Grounds Maintenance specification. They, unfortunately, cannot afford to employ weekend staff between October and March. The weekend litter picking service starts in April and runs through to September. We confirmed with the event organisers Gung-Ho to provide adequate euro litter bins and waste management for their event attendees and this was appropriate for the event, well managed and dealt with as per their plans.  Due to the warm sunny weekend, there was a greater number of people using the regular park bins in the area which would have meant bins were full. The images taken on Twitter showed beer cans and bottles of alcohol, takeaway containers and not your normal family fitness charity event fare. So while we agree there would have been an uplift in numbers in the park attributed by the event, the waste management plans in place for the event were appropriate to address this. Moving forward we have suggested to our colleagues in Parks, as we do with Veolia for street cleaning, requesting extra measures during large and major events taking place in the park which will help mitigate future problems from non-event related litter and the impact. This will include some additional waste collection during events that warrant this during sunny weekends and using Lambeth Landscapes for waste management on smaller events. We will also work with the Parks team, and the Brockwell Park Community Partners around park user communication in asking people using our parks and open spaces to pick their litter up, place it in...

Reinstatement update for Clapham Common Event Site Friday 9 September 2016

We want to provide an update to local park users and residents following the event site handover from the SW4 and House of Common events which were held on 27, 28 and 29 August 2016. The incredibly dry and warm weather for this bank Holiday weekend meant that damage onsite was limited to the heaviest footfall areas only. These were assessed with the Lambeth Parks team, Chair of the Clapham Common Management Advisory Committee, the event organiser and our reinstatement company on Friday 2 September and agreement on the levels of reinstatement had been reached. The planned reinstatement works will be as follows; the area in front of the main stage will be fertilised and reseeded. The fertiliser is being placed on the event site on Monday 12 September to prepare the ground for seeding. The timing for reseeding will be confirmed but should also take place during the week commencing the 12 September. While on site the reinstatement company will also assess the ground as the entire event site will be verti-drained using a tractor with special ground spiking equipment. The purpose of verti draining and spiking is considerable benefit in the opening up and de-compacting of the soil structure to allow oxygen in to feed the grass roots. This process is used pre and post event season to also provide a conduit for surface water to drain away faster. For more information on verti-draining please visit http://www.bourneamenitysport.com/verti-draining-spiking.html At the time of the assessment the warm weather meant the ground was too hard for verti-draining but this will be assessed and as soon as the ground is soft...

New Sound Guidance for Outdoor Events 2016

This is a blog post to advise you of the Council’s new Guidance for the Control of Sound at Outdoor Events, developed following the Culture 2020 public consultation which took place in January to April 2015. We have a number of questions that we would like you to consider. These are set out at the end of this post. Why are we altering the sound levels? Our new Events Strategy sets out the number of major event days we will have across Lambeth. We have split the borough into 5 zones and have allocated up to 8 major event days per zone. This does not mean these events will be loud but we do want to have a sound policy that is suitable. We are proposing to have the same sound levels as other places such as Hyde Park or Victoria Park. This means we can have events that will raise income for Lambeth that we can then use to reinvest into our open spaces. For instance a concert on Clapham Common has previously raised over a £100,000 that can then be reinvested into our local open spaces. However, these event organisers are going elsewhere and Lambeth is losing out on this income. So what is changing? The changes consulted on in the Culture 2020 public consultation were an increase to the decibel levels for the major event day’s only. All other days will have lower levels as decided on a case by case basis. These levels will be monitored by onsite professional sound acousticians and there will be easy ways to raise any issues about these events through online and...

Lambeth Cultural Services by 2020 – Have your say!

Cultural Services by 2020   Dear All,   A wide-ranging consultation on the future of cultural services in Lambeth is launched today and we want to give everyone the opportunity to express their opinion on the events, arts, parks, libraries and sports facilities.   The council is facing unprecedented cuts to its core funding and has to save £90 million by 2018. It means a saving of just over half of cultural services budget for 2013-14. With an anticipated population increase of more than 30,000 in the next ten years, we want to use our assets now to raise income that can be invested more widely for the future.   So, we’re proposing significant changes in how cultural services are provided in Lambeth, including Events and Parks.   We want to be more ambitious around generating income in our parks. We are consulting on a proposed events strategy to hold more events across the whole borough, bring our sound levels for events into line with the majority of London and bring a cultural festival to Lambeth.   Libraries, Arts and Sports services are also a part of the consultation.   We have had thousands of conversations with local people over the last few years which have helped shape the proposals put forward today. We want to continue to work with residents to make sure we find the best solutions to the challenges we face.   How to have your say   You can find the overview booklet, all documentation and a questionnaire online at www.lambeth.gov.uk/culture2020consultation and in all Lambeth libraries. The consultation will close at midnight on Friday 24 April 2015.  ...
